Report on Ordinance No. 25 of 1901.
I have examined the accompanying Ordinance, entitled
An Ordinance to amend Ordinance 15 of 1887, and to remove any doubts as to the validity of any matters done under it,
and I am of opinion that the Ordinance is one which is not contrary to the Governor's Instructions.
Objects and Reasons.
By section 3 of Ordinance 15 of 1887 two conditions had to be complied with, namely:
(1) The issue of a Notification by Proclamation by the Officer Administering the Government that it was Her Majesty's pleasure not to disallow the same.
This was duly done.
(2) The Notification by the said or any other proclamation of the day upon which the Ordinance...
